Specifically, this report covers Palestinian measures on security and law and order, Palestinian security sector reform, and security coordination.

Palestinian Performance of Road Map Security Obligations
1 February 2008 – 14 May 2009
Following is a summary of the Palestinian National Authority’s performance of its Phase I Road Map obligations with respect to security in the period from 1 February 2008 to 14 May 2009 based on monthly reports of the security services . Specifically, this report covers: (1) Palestinian measures on security and law and order, (2) Palestinian security sector reform, and (3) security coordination.
I. Security/Law and Order
Obligation: “Palestinians declare an unequivocal end to violence and terrorism and undertake visible efforts on the ground to arrest, disrupt, and restrain individuals and groups conducting and planning violent attacks on Israelis anywhere.”
Obligation: “Rebuilt and refocused Palestinian Authority security apparatus begins sustained, targeted, and effective operations aimed at confronting all those engaged in terror and dismantlement of terrorist capabilities and infrastructure.
Status: Palestinian security forces took the following steps to maintain security:

Arrested approximately 3,700 members of armed groups;

Summoned around 4,700 individuals for questioning about various offences, including affiliations with armed groups;

Confiscated over 1,100 weapons, including Kalashnikovs, M-16s, pistols and home-made weapons, as well as explosive belts, hand grenades, and materials used to manufacture bombs and explosives;

Seized over 2,500,000 NIS belonging to armed groups; and
-
Confiscated numerous materials used to incite violence
They also took serious and determined steps to enforce law and order in the areas under their control:

The security services handled over 1,900 cases;

The Palestinian police solved thousands cases, including cases related to drugs, traffic violations, and antiquities; and,
-
The number of inmates in Palestinian jails reached 877.
In particular, the following steps were taken with respect to law and order within the security establishment:

Countering subversive activities within the security establishment: Preventive Security Forces (PSF) arrested 180 members of the security services for their affiliation with illegal armed groups, negligence in guarding prisoners, and the illegal sale of weapons.

Discipline within the security establishment:The PSF questioned 1,938 members relating to financial offences, harassment, threats, possession of stolen cars, forgery, public indecency, and nuisances.
II. Security Sector Reform
Obligation: “All Palestinian security organizations are consolidated into three services reporting to an empowered Interior Minister.”
Status:The Palestinian National Authority took the following measures to reform and build the capacity of its security services:

The police and security services held over 163 courses and training programs benefiting approximately 6,700 officers, non-commissioned officers, and soldiers.
III. Security Coordination
Obligation: “Restructured/retrained Palestinian security forces and IDF counterparts progressively resume security cooperation and other undertakings in implementation of the Tenet work plan, including regular senior-level meetings, with the participation of U.S. security officials.”
Status: Palestinian security forces coordinated with Israel in the following instances:

854 instances of transporting forces and weapons for the purpose of imposing law and order, conducting security campaigns and arresting suspects;

278 instances of moving detainees;
-
219 instances of holding meetings;
-
386 complaints against the Israeli army and settlers; and
-
1,006 instances of extending the duration of a patrol.
During this time period, Palestinian forces also turned over to Israeli custody 273 Israeli civilianswho mistakenly entered Palestinian-controlled areas, 724 vehicles stolen from Israel, and hundreds of weapons and explosive materials.
In 249 instances, however, Palestinian requests for coordination were denied. These requests involved arresting wanted persons and extending the duration of a patrol.
